DUST BOWL DAYS: SOIL CONSERVATION AND FARM TENURE
Part 2: Is Soil Conservation Worth the Cost?
In the last issue of the Land and Property Review, we started to take a look at
the effect that farm tenure (renting vs. owning) has on the adoption of soil
conservation practices. Soil conservation has been shown to create farm topsoil
conditions that are sustainable, stable, and resistant to man- and nature-made
catastrophes like the terrible dust storms that occurred in North America
during the Dust Bowl of the 1930's. But are these practices affordable for
individual farmers - and are they worth it in terms of the benefits to the
farmer, to society, and to our local ecosystems?
The first part in this series ("It Couldn't Happen Again, Right?") discussed
how deep plowing of soil and the lack of conservation strategies led in part to
the Dust Bowl, which devastated both the farms of North America and its
agrarian economy throughout the 1930's. This horrible event, which saw millions
of tons of high-quality topsoil carried aloft in huge dust storms known as
"black blizzards", was a major cause of the Great Depression, still the most
drastic and devastating economic downturn in modern history.
Since the time of the Dust Bowl, much has been done to introduce soil
conservation techniques into agriculture worldwide - but many programs are
still lacking in both funds and in soil conservation resources available to
local farmers. Knowledge of relatively cheap and easy conservation techniques
has expanded greatly, including the use of a soil cover (live crop or mulch),
encouraging "biological tillage" by soil organisms, and conservation tillage
(medium-till or no-till) practices. However, many farmers still do not actively
use techniques like these - and the question of whether or not they are willing
to do so remains inextricably linked to the question of whether they own or
rent their farm.
Like most issues that are flavored with a twist of economics, soil conservation
as it relates to farm tenure can be boiled down to its essence: cost versus
benefits. Even the motivation of preventing another Dust Bowl-like catastrophe
will not be enough to cause an individual farmer to adopt conservation
practices if it is too expensive to do so. The good news is that many long-term
studies have shown that using soil conservation practices increases farm
profitability, both on an individual and a regional scale. Farmers who employ
soil conservation techniques generally realize higher returns and productivity
over conventional (deep) tillage. This is mostly because of reduced machine,
fuel, and labor costs and livestock and crop yields that remain the same or are
actually increased as a result of conservation tillage and other strategies.
And the good news continues: soil conservation provides not only short-term and
long-term economic net benefits to individual farmers, but also greater
societal and ecologic benefits, as well. Social benefits include stronger and
more robust regional economies where large-scale soil conservation practices
have been adopted, and improved downstream fishing and reduced dredging costs
because topsoil is retained on the farm and not washed into local rivers,
lakes, and streams. Ecological benefits (many of which can also be considered
social benefits) include more regular surface hydrology processes, better water
quality, reduced sediment in local waterways, and an increase in carbon
sequestration, thought to slow the rate of global climate change.
In nearly every way, then, soil conservation is clearly worth the cost. Most
soil conservation practices have been shown to actually increase a farm's
profitability and productivity while protecting and conserving what is perhaps
the farm's most valuable asset. But is it possible for these benefits to be
realized by renter-farmers, and can that influence a renter's decision to
implement conservation practices? And what steps can a farm landlord take to
encourage (or even require) that soil conservation be practiced by his or her
